In 2025, the Civil Society & Think Tank Forum builds on the momentum of previous years. Six thematic rapporteurs, will each report on one of the key Berlin Process priority areas.

The British Council and Rapporteurs facilitated In-country meetings and regional consultations to gather inputs from civil society actors across the WB6. Each theme engaged 12 CSOs (two per country) to co-develop recommendations.

These thematic recommendations are being finalised in advance of the CSF Main Forum in Podgorica on 22–23 September 2025, where they will be presented, validated, and discussed with regional stakeholders and representatives of the Berlin Process governments.

The recommendations will be presented by the rapporteurs at ministerial level and the leaders’ summit in autumn 2025.

The 2025 process maintains its commitment to amplifying regional voices, while ensuring that civil society insights feed directly into political dialogue with European and Western Balkans decision-makers.
